International Islamic

Teachers Federation

 

Definitions

In these Articles, the following words and expressions shall have the meanings ascribed to them :

1.     Federation :  Means the International Islamic Teachers Federation

2.     Member Organizations : mean the unions, syndicates, links, societies and institutions which officially joined the Federation.

 

Chapter One

General Principles

 

Article One

Name

International Islamic Teachers Federation (ITTF)

 

Article Two

 Headquarters

The Federation’s headquarters is situated in the State of Kuwait

 

Article Three

Objectives

1.     Supporting teachers fair issues

2.     Defending the rights of member union and vocational organizations’ rights

3.     Reinforcing the principles of peace and democracy, social justice and equality for all peoples in the world.

4.     Supporting and promoting vocational freedoms of teachers, the right of their organizations to participate in laying down educational policies and implement them.

5.     Upgrading and promoting the teachers’ profession and its level, organizational rules and practice in member states.

6.     Adopting Islamic principles for combating all forms of discrimination, partiality and racism.

7.     Contributing in formulating academic curricula according to a genuine and advanced Islamic perspective

8.     Building mutual collaboration and cooperation relations among the member organizations.

9.     Consolidating the efforts of member organizations and directing them towards serving and upgrading the educational work.

10.                        Exchange of experiences in the various fields of educational work, to unify the educational vision among the member states.

11.                        Promoting relations among member organizations and ministries concerned with education in the member states.

12.                        cooperating with the international and regional organizations concerned with education to achieve the Federation’s objectives

13.                        contributing in laying down the criteria for selecting teachers and preparing them before employment and developing their performance in the fields aimed at upgrading the vocational, social and economic standards of the teachers.

 

 

Article Four

 Methods

The Federation strives to achieve these objectives through the following methods :

1.     Holding periodical educational conferences and seminars and contributing in international educational and teaching activities.

2.     Organizing communications and meetings between the Federation and government and non government organizations supervising the teachers’ affairs in the world.

3.     Exchange of visits and experiences with the other related organizations to upgrade the standard of teaching in the member organizations’ states.

4.     Publishing educational information, scientific researches and activities of the member organizations through the various mass media.

5.     Laying down a convention of honor to practice the teaching profession according to an Islamic educational perspective

6.     Incorporating training and qualification centers for the teachers in the member organizations to undertake training and qualification of teachers and cooperating with competent organizations in this field.

 

Chapter Two

Membership

 

Article Five

 membership

1.     The Federation’s membership is open to all the organizations representing teachers which enjoy membership conditions, inside and outside the Islamic world.

2.     The Central Board shall consider the membership applications and take the appropriate decisions in this respect.

3.     All the member organizations enjoy the same rights and obligations stipulated under these Articles and their regulating rules.

4.     The member organizations shall strive to achieve the Federation’s objectives

5.     The Central Board shall take the suspension or dismissal decision, if the member organization braches its obligations stated under these Articles and the regulations emanating thereof.  Such decision requires ratification of the general assembly.

6.     The member organization shall pay the annual subscription fees stated under the financial regulation.

 

·        Membership conditions

To accept membership of the organization in the Federation, it should be :

1.     Representative of the teachers and democratically elected

2.     Registered and have artificial personality

3.     More than one organization from a single country may be accepted.

 

Chapter Three

Federation’s Bodies

 

Article Six

The Federation’s bodies consist of the following :

1.     General Assembly.

2.     Central Board

3.     Executive Office


 

General Assembly

 

Article Seven

1.     The general assembly consists of the presidents of member organizations  and two members from each organization.

2.     The general assembly shall elect in each cycle its chairman, two deputy chairman, spokesman and chairman of the committees working in the assembly.

3.     Each organization has one vote, and shall take decisions by absolute majority of the present member organizations.

4.     Holding the general conference is considered legal if attended by the absolute majority of the member organizations. If the quorum is not complete, the meeting will be postponed for 24 hours, then held with those present, provided the number of organizations present is not less than one fourth of the members

5.     The general assembly shall conference in an ordinary cycle every three years. It may hold an extraordinary meeting pursuant to :

 

o   A decision from the general assembly

o   A request from the central board

o   A request from the executive office, supported with approval of at least one fourth of the member organizations.


 

 

Assembly’s specializations

 

Article eight

The general assembly shall be specialized with the following :

1.     Laying down the general policies for the Federation’s work.

2.     Ratification of the general assembly meetings’ agenda, approved from the central board pursuant to a proposal submitted by the executive office

3.     Ratification of the Federation plans and action programs, and their estimated budget and implementation projects.

4.     Discussion of the reports and proposals submitted by the member organizations and the recommendations of the central board  and take the appropriate decisions in this respect.

5.     approval and amendment of the Articles of Association.

6.     approval of the General Assembly’s bylaws.

7.     approval and amendment of the internal regulations.

8.     discussion and ratification of the budget draft, programs and closing account of the Federation.

9.     forming ad-hoc committees to perform specific tasks

10.                        Considering all issues for which no specific body of the Federation’s bodies is concerned.

 

Central Board

Article Nine

Forming the Board :

1.     The central board shall be formed of the presidents of member organizations for a three year period.

2.     The central board shall elect  its chairman and his two deputies alternately between the regions, as determined by the bylaws.

3.     Holding the central board’s meeting is considered legal if attended by the absolute majority of its members. If the quorum is not reached, the meeting will be postponed for 24 hours, then held with those present, provided those present are not less than one fourth of the members.

4.     The board shall meet in an ordinary session every year at the place and time it specified in its prior meeting, and  it may hold an extraordinary session upon invitation of the council chairman, one fourth of its members or two thirds of the board members, or upon invitation of the executive office.

 

Second : Board’s specializations

The board shall be specialized with the following:

1.     Passing the internal regulations of the Federation, except those falling under the specialization of the general assembly.

2.     Ratify agenda of its meetings

3.     approve the draft agenda of the general assembly meetings, pursuant to a proposal submitted by the executive office.

4.     Discussing performance repots and submit suitable recommendations to the general assembly.

5.     Taking the necessary measures to ensure the executive office’s implementation of the Federation’s programs as per the resolutions passed by the general assembly.

6.     Laying down the internal regulations regulating the board’s work.

7.     drawing the Federation’s policies, its relations with the Islamic, Arabic and international organizations, similar federations, governmental and non governmental, according to bilateral agreements in this respect.

8.     To decide on the applications to join the federation.

9.     debate and approve the estimated budget and closing account.

10.                        Accept donations and grants, in a manner which does not contradict with the Federation’s objectives and financial regulations.

11.                        Consider the members’ proposals to amend the articles of associations and international regulations, provided such proposals are submitted two months before convening the board.

12.                        Electing members of the executive office.

 

Executive Office

Article Ten:

Executive Office

1.     The executive office consists of the chairman and six members, whose tasks shall be determined according to the internal regulation.

2.     The office’s meeting shall be considered legal if attended by four of its members, provided they include the chairman.

3.     The office shall meet in an ordinary session once every four months at the time and place it determined in a prior meeting, and it may hold an extraordinary meeting upon invitation of the office chairman.

 

Specializations of the executive office:

The executive office shall be concerned with the following :

1.     Ratify the agenda of its meetings.

2.     To prepare the documents for the general assembly and central board’s meetings, and prepare for holding such meetings and assemblies.

3.     Prepare the federation draft plan and budget, annual financial and administrative reports and presenting them to the central board and general assembly.

4.     Implement the Federation’s activities and following up the implementation of the general assembly and central board’s decisions.

5.     coordination and cooperation with similar institutions and organizations to introduce the Federation and highlight its role on the international level.

6.     Stressing the role of Islamic though in education and teaching fields.

 

Chapter Four

Financial System

 

Article eleven

 Budget

1.     An annual estimated budget shall be drafted, to start from January and end on December of the same Calendar year, which shall be approved by the central board according to the requirements of the Federation’s financial system.

2.     The executive office shall prepare the financial rules and system and approve the same from the central board in its first meeting.

3.     The central board shall form an internal audit committee from the board’s members, if the budget does not exceed 20,000 US Dollars.


 

 

Article Twelve

 Financial Resources

1.     Registration fees and annual subscription dues by the member organizations, as approved in the financial regulation.

2.     The returns of printed materials, functions and activities organized by the Federation, as per the approved financial regulation.

3.     The resources provided by the cooperation agreement concluded between the Federation and other elated authorities

4.     Aids, donations, grants and unconditional endowments offered by countries, organizations, institutions or individuals.

5.     Each organization of the members may hold functions and activities yielding return, in cooperation with the executive office, and shall be granted a percentage agreed upon prior implementation.

 

Article Thirteen

 Expenses and costs

1.     The liabilities resulting from the contracts, programs and decisions passed by the central board.

2.     Aids and assistance offered by the Federation to related institutions and authorities.

3.     Expenses of the functions and activities organized by the Federation.

4.     The administrative liabilities of permanent staff in the Federation or persons mandated temporarily.

 

 

 

Article Fourteen :

Financial Report

1.     The executive office shall present the financial report and closing accounts within a period not exceeding three months from the end of the fiscal year, which shall be discussed during the ordinary meeting of the central board, and express the necessary comments on the same, if any, then approve them.

2.     The central board shall submit the consolidated report for three years to the general conference for discussion, ratification and approval after review by a specialized audit firm.

3.     In the event the budget report stated under clause (1) is not ratified by the central board, it shall be referred to the general assembly for voting.

 

Chapter Five

General Conditions

 

Article Fifteen :

Amendments

1. These Articles are effective after their approval by the general assembly.
